Launch of National Report - Evaluating Policy Coherence in Food, Land, and Water Systems: Evidence from India

Background:  

Sustainable Development Goal (SDG) 17, which aims to strengthen the means of implementation and revitalise the global partnership for sustainable development, outlines policy coherence as a major pathway to achieve this. At the basic level, policy coherence aims to identify trade-offs and mitigate negative impacts between policies. At a more ambitious level, it aims to foster synergies and draft policies that mutually reinforce each other and ensure that policies are inclusive of the concerned stakeholders’ perspectives.  

CGIAR Research Initiative on National Policies and Strategies (NPS) focuses on building policy coherence and integrating policy tools at national and subnational levels in eight countries in Africa, Asia, and Latin America. Under this initiative, International Water Management Institute (IWMI) and Council on Energy, Environment and Water (CEEW) have researched the policy landscape at the national level in India in the food, land, and water (FLW) space. NITI Aayog, the apex public policy think tank of the Government of India, has guided this research.  The study offers key evidence-based recommendations for enhancing policy coherence.

We undertook the following methodological steps to analyse the policy coherence of the FLW sectors at the national level. A database on central-level policies encompassing the FLW sector was developed which consisted of 60 policies from 12 ministries.  From this, seven policies were selected for in-depth analysis through predefined criteria. These policies were Rashtriya Krishi Vikas Yojana – Per Drop More Crop (RKVK – PDMC), Mission for Integrated Development of Horticulture (MIDH), Pradhan Mantri Matsya Sampada Yojana (PMMSY), Pradhan Mantri Krishi Sinchayee Yojana – Watershed Development Component (PMKSY – WDC 2.0),  Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), National Mission for Clean Ganga – Namami Gange Programme (NMCG – NGP) and Atal Bhujal Yojana (ABY). The in-depth analysis was conducted through a consultative approach to gather insights on policy coherence in the food, land, and water systems in India. The findings were then validated through a national-level consultation workshop organised in June 2023.

We aim to bring together experts from within the government and civil society organisations to:  

• Launch the National Report on Evaluating Policy Coherence in Food, Land and Water Systems: Evidence from India
• Share the key recommendations from the study
• Deliberate on critical challenges to strengthen policy coherence in the sectors through a panel discussion
